Garrison town built on site of fort by Spaniard Bruno Mauricio de Zabala, governor of Buenos Aires, to counteract the Portuguese advance from Brazil 18th cen.; ironically became major port of Río de la Plata in mid-19th cen. while under a 9-year siege.
