Came from a wealthy Sussex family, began collecting prints in 1835; an executor of Felix Slade. Wrote for the British Museum an 'Introduction to a catalogue of the early Italian prints in the British Museum', 1886; this was the only part published of a catalogue of the BM Italian print collection up to and including Marcantonio: this was written and set up in type in a number of volumes in 1880-4, but was suppressed by order of the Trustees as of low standard. Published his own collection of prints in a catalogue in 1879. Also collected Japanese netsuke. His collection of books of Italian prints of the XV and XVI centuries, augmented by his son,. R C Fisher, was purchased en bloc by C W Dyson Perrins (Sotheby's, 21.v.1906); other sales 23.v.1892 and four following days and 10.ii.1919 (both at Sotheby's).
